In India, Preferential CoOs are not issued by just any Chamber of Commerce (which only handles non-preferential documents). They must be authenticated by specific government-authorized bodies based on the applicable trade agreement:
Export Inspection Council (EIC): The primary authority for schemes like GSP, SAFTA, ASEAN, and India-UAE CEPA.
Authorized Export Promotion Councils & Boards: Depending on the commodity (e.g., Textile Committee, Spices Board, Marine Products Export Development Authority).
